SLUDGES AND SEDIMENTS EXPERTISE

Any remedial solution in the Lower Passaic River will involve the management of impacted river sediments. The river sediments are alleged to be impacted with dioxin, PCBs and PAHs.

Project Navigator’s team has managed projects during the past 5 years where enormous volumes of impacted materials have been handled in a cost-effective manner. In all these projects we have strived to only excavate what is absolutely necessary to achieve protectiveness, thereby generating cost savings for our clients.

Relevant project experience with sludges and sediments:

Ascon Landfill State Superfund Site (Department of Toxic Substances in California EPA): A former oil field waste disposal site located in Huntington Beach, CA by the Pacific Ocean

Since 2001, Project Navigator has been working directly for the PRPs performing such duties as project planning and assisting in regulatory negotiations. The proposed solution involves excavating, treating and managing about 500,000 cubic yards of soft drilling muds and 300,000 cubic yards of oily sludges.



PAB Oil Superfund Site (EPA Region 6): A former drilling muds waste disposal site located in Abbeville, LA, 20 miles south of Lafayette

Project Navigator has managed all phases of the remedy at this EPA Region 6 Superfund Site from 1994. We continue to perform O&M services for the PRP group. The work involved excavating 26,000 cubic yards of oily sludges which were then stabilized and capped on site. Skills we brought to the project were planning and strategy development (the initial EPA proposed remedy also included slurry phase biotreatment, which we were successful in eliminating), flexible work plan development, cost estimating and construction oversight.



MAR Services Oil Field Disposal Site (Louisiana Department of Natural Resources): An abandoned oil field waste disposal site located in Cankton, LA about 15 miles from Lafayette

Proactive thinking oil and service companies convened to plan for a voluntary remediation of this 80 acre site in 1994. PNL personnel have been leaders since the effort’s inception in planning the scope of the remediation and, managing community relations and elected official advocacy efforts. Remedy construction took place in 2003. We managed the remediation of 250,000 cubic yards of sludges, soils and sediments.



Tex Tin Superfund Site (EPA Region 6): A former 140 acre WWII tin smelter near Galveston, TX

Project Navigator has been the PRP groups project coordinator and remediation planner since 2001. The project was successfully completed in 2003 and involved the management and treatment of more than 60,000 cubic yards of sludges and sediments.
